The National Association of Attorneys General (NAAG) publishes and regularly updates a list of the Participating Manufacturers (PM's) that are in Compliance with the terms of the 1998 Tobacco Master Settlement Agreement (MSA). The NAAG list however is only a guideline, each state has their own guidelines and rules for certification. When I was regularly updating the Master List of RYO Tobacco Brands for the RYO Revolution website, I also cross-reference the NAAG list with dozens of state listings of PM's, as well as each state's Non-Participating Manufacturers (NPM) compliance lists. Because these lists vary widely from state to state, I decided to publish this page of links so that individuals can easily verify that the brands they are purchasing are legal in their state of residence.

Notes:

The State name Links will take you to the main tobacco page of the state branch that maintains the MSA Compliance list(s). Next to the State Name is the State's Official Abbreviation, followed by the abbreviation of the office maintaining the MSA list. Usually it's the Attorney General Office (AG), other times it's Dept of Revenue (DoR), Dept of Justice (DoJ), Chief Financial Officer (CFO), or similar. The linked state name is also a good place to start if you're looking for specific information regarding your state's tobacco tax, enforcement policies and related programs.

Below the linked state name you'll find links for the various MSA lists, some states separately list the Participating Manufacturers (PM) and Non-Participating Manufacturers (NPM), others combine them into one master list which I designate "ALL". These links should take you to the MSA directory web page or often directly to a downloadable .PDF file (noted by the icon), Microsoft Excel or Document file. I've noted the date listed in the page or document at the time I last checked it. Note that some states update their lists regularly, others haven't been touched in nearly a year. All links will open in a separate tab (or window).

Please Note: State run websites have a nasty habit of moving documents. I have verified and updated all links as of March 14, 2008 and will verify and update this page as I can. If you find links to documents that aren't working, feel free to contact me.
